Volts

A measure of "electrical pressure" between two points. The voltage specification of an incandescent lamp is the electrical "pressure" required to drive it at its designed point. The "voltage" of a ballast (e.g. 120 V) refers to the line voltage coming from the power source and is connected to the ballast.

The thing that makes it great is that we notice this bulbs last longer that regular bulbs. We notice when we change out burnt bulbs on scoreboards that this do last longer.

I have a house built in 1960 that has a valance around the entire living room and another valance around the entire family room in the basement. There are light sockets spaced about a foot apart behind the valances and each bank is controlled by a dimmer. The living room has 45 bulbs in the string and the family room 51. Essentially a rather large, indirect lighting system. The spacing between the sockets and the valance is pretty tight so I can only use a bulb 3 1/2 inches long. I've been using 15 watt bulbs in a futile attempt to save energy. While the 15 watts bulbs are adequate for lighting, their lifetime is somewhat of a joke. There is no way I'm getting anywhere near the number of hours these bulbs are suppose to deliver. It's a good thing these are cheap as I go through a lot of them every month. I've tried the more expensive brands of 15 watt bulbs but don't see any improvement in their lifetime either.
